Elm Grove plans recommended for approval at Strategic Planning Committee

Plans for a high-quality development of new homes and enhanced public sport and recreation facilities at Elm Grove, in line with an allocation in Wiltshire’s Housing Site Allocations Plan (adopted by full Council in 2020), will be considered by Wiltshire Council’s Strategic Planning Committee on 12th January 2022 with a recommendation for approval from the Council’s planning team.

Plans for a high-quality development of new homes and enhanced public sport and recreation facilities at Elm Grove, in line with an allocation in Wiltshire's Housing Site Allocations Plan (adopted by full Council in 2020), will be considered by Wiltshire Council's Strategic Planning Committee on 12th January 2022 with a recommendation for approval from the Council's planning team.

Informed by an allocation in the adopted Wiltshire Housing Site Allocations Plan (WHSAP) and following extensive consultation with local stakeholders, Coulston Estates submitted outline proposals to build 261 new family and affordable homes at Elm Grove, Trowbridge in December 2019. Since the planning application was submitted, the proposed development has benefitted from extensive further collaborative engagement with local residents, Trowbridge Town Council, local unitary councillors and the local MP.

The development will offer a range of housing types, as well as help for first time buyers with homes available to buy through the Government's Help to Buy Scheme.

The proposed development also includes plans to deliver enlarged and enhanced public sports and recreation facilities. This will include improvements to the currently underutilised and poorly-drained facilities at Elm Grove recreation ground, protecting and enhancing this important community resource. Extensive new areas of public space, including new playing fields and community allotments will also be provided.

As required by policy for the site, a new community building will also be delivered to provide changing facilities for new playing fields, as well as potentially being available for use as a polling station, community hire for meetings and small-scale community events.

Extensive areas of informal open space are also proposed to act as a wildlife corridor and buffer between the existing community and the proposed new homes.

Since the original submission in December 2019, the outline application has been subject to rigorous refinement in close collaboration with statutory consultees and local stakeholders, resulting in a masterplan that is technically compliant whilst also following best practice in urban design. The scheme has the support of Trowbridge Town Council and is recommended for approval by Wiltshire Council's planning team.
